cannot open MS Doc Imaging (.mdi) file

I have MDI installed as part of Office XP. Someone sent me a .mdi file.
I cannot open it. File > Open in the app only offers TIFF as a file
type. If I go the Open With... route and choose a program, XP offers MS
Doc Imaging, but when i try it an error pops up: This action is only
valid for products that are currently installed.

This makes no sense to me. What does that error message actually mean?
Document Imaging *is* installed.

ps - I cannot help but wonder why MS couldn't just stick with TIFF. Of
course I know why: "Extend and embrace"

Office 2003 and later support .mdi file types. Either have them send you
the file in tif format, or upgrade your installation.

The originator of the file died a month ago... so sadly that's not an
option. Upgrading is a possibility. I see a free mdi->pdf conversion
program is available, but the UK website where it lives stalls whenever
I try to download it.
