Cannot open Outlook Window

My Outlook 2003 will not open, even after I reinstalled the program. I get a
message "The set of folders could not be opened" What folders are the
refering to and how can this be resolved?

You have not properly configured your Outlook mail profile. Use the Mail
applet in Control Panel to do that.
