cannot open outlook

I cannot open outlook. It says it can't connect with microsoft exchange and
that it must be online. I can't configure any settings because I can't open
the software in the first place

Do you use Exchange Server? If not, why did you select it as the transport
for your Outlook profile?
Create an Outlook profile that uses your correct mail server and settings.
