Cannot Open Outlook

Hello

I need help!!! I am using XP.

Recently, my clean up the disk & reloaded office 2000
then I cannot open outlook to set up account!!

Eachtime I click on Outlook icon on desktop!! The hour of
glass just shown!!!! The the message came up is online
reporting to Microsoft.....

I have attempted to download the updates from the OutLook
site but still cannot solve. Many Thanks!!!
