Cannot open "rules and alerts" option after inbox restore

Had to restore some emails in my Outlook 2003 SP1 inbox. After restore,
cannot open “rules and alerts†(message: folder contains no data) and cannot
create “out of office†message. Its reporting too many rules, but i cannot
open "rules and alerts" in order to delete some or create new or see existing
ones.

Tried installing SP2, repairing and restoring outlook to original settings –
no success. When logging under different user, everything works fine.

We're running of Exchange server 2003 Ent. and using 2003 office.

Is there anything in Disabled items located at Help || About || Disabled
Items || if there is then select and Enable. Also go to Tools || Options ||
Other || Advanced Options || Add-in Manager and see if anything listed is
unchecked or may relate to Rules.
