If by Outlook you mean Outlook Express, try checking Tools > Options >
Security. There is a checkbox for "Do not allow attachments to be saved or
opened that could potentially be a virus". Clear this checkbox if it is
checked (for some reason Microsoft believes all attachments are viruses if
you have this checked....)
