Cannot protect a forms word doc.

I have a long document that has several Form fields.

When i select the Protect Document option and tell it to allow form
fields to be filled, the Start Enforcing button does not enable. I
can create and protect other documents, just not this one.

Any Ideas or suggestions?

On that protect dialog, select Sections and make sure the appropriate
sections are protected.
