cannot publish read only file to web ?

I try to pulish to the web and succeeded twice but, since then it tells me
that it cannot publish a read-only file. The file is not read-only but the
folder is. Can anyone point me down the right road ?

I find it awkward but you must (usually) close all instances of a
file that is open in any application before you can upload it.
