Cannot Restart Outlook

I have installed Outlook 2003 and it works just fine,( Until ) I shut it down. Then Outlook will not re-start UNLESS, I re-boot the computer.

Please Help me.

I have the identical problem. Strangely enough it works
just fine for other user logins on the same machine.
