I was given this advise as a work around.
Problem: "Cannot run the FrontPage Server Extensions on
this page"
Workaround:
To work around this problem, follow these steps:
1. Start FrontPage 2003. (I'm using 2002)
2. On the File menu, click Open Web, and then open your
Web site.
3. Expand the Shared Documents folder.
I can not find such a folder in my listing.
Where do I find this folder?
4. Expand the Forms folder.
There are 10 additional instructions to follow,
but I can get pass step 3
