Cannot Schedule Microsoft Exchange Conferencing

I've deployed Office2003 with Outlook2003 to a portion of my office.
The users cannot properly schedule an online meeting using Microsoft
Exchange Conferencing. Whenever "This is an online meeting using:" is
checked, I get the following message regardless of what I include in the
Resource field on Send:
"Please select an Exchange Conferencing Mailbox as a resource." [OK]

When I uncheck "This is an online meeting using:", and keep the data
conference mailbox listed as a resource, I get
"The information store could not be opened. Unable to directly book a
resource for this meeting"

The users still using Office2000 can schedule the online meeting
properly, and other OL2003 users in other sites are working.

The Microsoft workaround is not sufficient; adding the conferncing
simply as a recipient will give the sender the link, but it will not
publish the meeting in the online meeting listing, nor will the link be
included in the meeting requests sent out to other users.

I installed the users from an administrative share. I uninstalled O2k
SP1 but migrated user settings. There are a couple of instances of
using the Microsoft CD, but an uninstall was completed. Other (working)
sites used an upgrade scenario. We are using Exchange 2000 across the
company.
