cannot see background picture no matter what I do!

ok, I go to desktop properties and try to pick a picture for my
desktop. They are all on some type of numb lock and i cannot select any
picture. I have tried selecting the picture in "my pictures" and
picking "set as background" and i have tried doing this through "Paint"
as well. None of this works. I can see my background as the computer is
shutting off (when all the shortcuts disappear as it is shutting off)
but when the computer is running normally all i see are my desktop
shortcuts and the default plain background color.

Any advice? This is driving me crazy!
