Cannot send e-mail, error 0x800CCC0F

I have Office Enterprise 2007. I cannot send e-mail from Outlook, but I can
receive. The Outlook error message I get when I attempt to send:

Task '(my e-mail address) - Sending' reported error (0x800CCC0F): 'The
connection to the server was interrupted. If this problem persists, contact
your server administrator or Internet service provider.'

My e-mail is through TDS. I have spoken with them on at least 3 different
occasions, each time with someone different, and all have confirmed my e-mail
settings are correct. When I access my e-mail through the TDS Web Site
(http://portal.tds.net/index.php, click on "Check TDS Email"), I am able to
send. The suggestion from TDS is that I not use Outlook.

I appreciate any suggestions/help.

Is Antivirus configured to integrate with Outlook by actively scanning all
incoming mail?

I have no idea.

I contacted Trend Micro and they actually had me turn off/disable the
antivirus software, but it didn't help.

"I have no idea" wasn't a very good answer. I should have said I have no
idea how to determine that.
