Cannot send or receive in Outlook 2003, no error messages

I am setting up my e-mail via Outlook 2003 on a new work computer. I've
triple-checked all of Outlook account settings and it passes the "Test"
button checks. However, when I send/receive, no mail leaves and no mail comes
in. No error messages are generated either. I know that I have mail because I
can check it through the website (Yahoo! Plus mail account). The ISP here is
ComCast. Yahoo! has not come up with an intelligent answer yet. Anyone else
had this problem and fixed it?

Your problem might be related to your ISP. You are trying to use your ISP's
servers to send Yahoo POP mail. You have to ask your provider how to use
their servers. The test button actually sends you an email. If you don't
receive the test email, it's not working. Also, since this is a work
computer, you might have other restrictions such as firewalls that prevent
personal email. Ask your IT dept.
