Cannot send or reply to emails

I use a pop mail [email protected]. I verified the settings with
them and they work fine in Outlook express.

This works fine on another computer at home but not on this one here in
Iraq. Is this a server issue?

I get a message that says 550 relaying not allowed. I can recieve emails
just fine. Cannot reply or send new ones.
