cannot "send to mail Recipient (as attatchment)"

I have Office 2000 on a Win98SE machine and cannot "send to mail Recipient (as attatchment)" without locling up the machine. By opening Outlook express and sending message with an attatchment, it works. What do I need to do to fix this?
