"Cannot Start Microsoft Office Outlook." Office 2007

This is literally the only message I get when trying to run microsoft office
outlook 2007.

Here is some more background on the problem. I am currently deploying the
Office 2007 suite via a bootstrapper setup file I created and setup on our
server. This has worked for every machine I have so far deployed it on
without much trouble. All installs are being done over previous installs of
Microsoft Office 2003. The machine in question is running Windows XP
Professional SP 3 with the latest security updates.

The odd thing is that this problem only occurs on 1 of 3 user accounts setup
on this computer. For all the other users, Outlook works great and I have
been able to map them easily to our exchange server and get them running. For
this particular user, every other Office product works, except for Outlook
which immediately produces a "Cannot Start Microsoft Office Outlook." upon
attempting to run the executable. No splash screen, no error code or other
information, just this small and cryptic message. This person is still able
to access their email using a webmail client we have, but the webmail is
obviously limited and I would like to get them using Outlook 07 asap.

The fact that two of the other users of the same machine can use 2007
suggest to me that it is not a hardware issue and that it might be some sort
of issue with either the persons roaming profile or some other account
setting (although they used 2003 without a problem). I have tried running
Outlook /safe and looking through this site for a solution but no luck.

If anyone had some thoughts that would be great! Thanks!
