The reason is that Outlook uses some Outlook Express files. Since Outlook
Express is part of Internet Explorer which is installed with your version of
Windows, the files are assumed to be on your hard drive.

If you have uninstalled Outlook Express, you need to reinstall. You do not
need to use Outlook Express, it just needs to be installed. How you do so
is somewhat dependant on your versions of Windows and Internet Explorer.
