Cannot Start Project Application Service on Project Server 2007

Performed complete installation of Project Server 2007 Trial on single server
w/SharePoint 3.0 and SQL 2005. Installation appears successful; however,
unable to start Project Application Service from the "Services on Server"
page. Pressing the "Start" link transitions temporarily to the "Operation in
Progress" page (as with other operations) and then returns with the status
unchanged. The Computer Management Services screen lists the Microsoft
Office Project Server Queue & Events services, but these were initially
disabled. Started these manually and set to "Automatic," but the behavior
persists. Unable to perform any operations requiring the Project Application
Service be started. NOTE: I'm a manager, and not versed in IT, so please be
gentle. Thanks in advance for any insights!

- Operations - Diagnostic Logging.

I called Microsoft after reading this post.
They had me do the following to solve the problem:

Navigate to:
C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\
Find the folder "Machine Keys"
Right click and go to properties
Go to Advanced Security
Add the domain\farmserviceaccount here and give it read and write permissions
Propogate permissions to all child objects in the folder.
Close the properties.
Retry starting the service.

This worked for us. It may work for you.
If not then you will have to call Microsoft.
