Cannot submit to sharepoint form library (site read-only error)

I get this message when I click submit:

InfoPath cannot submit the form.
An error occurred while the form was being submitted.
The form cannot be submitted to the following location:
http://server/sites/LT/Tracking/. -- 2005-04-06T14_16_21.xml
The site may be offline, read-only, or otherwise unavailable.
Unspecified error

Are filenames not allowed to have periods in them??? Or any other
special chars? Cause I noticed this works if I don't use any special
chars such as & * ( ) . , and the like.
