The error could be occuring if the Windows Installer service is not started
due to lack of permission.
Grant Everyone Full Control on the root directory of the boot partition,
which is the default setting when Windows 2000 is installed.

| Hello--
For almost a week I have been trying to uninstall an evaluation version of
Office 2003, which expired 3-31-04. I have also tried to install my new
Office 2003 version. However, each time I get the error message--
----------------------------------------
Windows Installer
The Windows Installer service could not be accessed. This can occur
if you are running windows in safe mode, or if the Windows Installer is not
correctly installed.
------------------------------------------
I am not running in safe mode. How do I get the Windows Installer? How do
I correctly install it? Right now, my entire Office 2003 suite is broken.
HELP!

Hope this helps.
