cannot update one or more protected file win 2003\officeXP

trying to install office XP onto Windows Server 2003 with sp1. It has the
lastest installer loaded on it which is 3.1. It will load about 80 percent
and then stop with the following error error 1933: The Windows installer
service cannot update one or more protected windows files. I have checked the
ownership of the windows directory and administrator is the owner of it. I
can not find a solution any where in the knowledge base at all. Any help at
all, I would be very greatful.

Thank you for your reply. I have found that information but it does not apply
to Office XP for Windows 2003. I could not found that dll in Office XP.
