cannot use send to in one note 2003

The drop doen menu under file has no options agains 'sent to', there is no
email icon on std toolbar and there is no highlighted options in drop down
menu under tools for 'create item'.
Outlook is installed and my email works?

Sending email from Outlook 2003 to OneNote 2003 is a add-in. Did you
download and install the add-in? If not, you can download from the Office
2003 downloads here:
http://office.microsoft.com/en-us/officeupdate/default.aspx
