cannot use styles in word

We recently upgraded from Office 2000 to Office 2003 on Windows 2000. One user found the new futures in styles that would allow her to format one document using several different styles thus decreasing the # of templates she has to keep. The problem she is having is the option to “select all†in the Styles tool bar keeps going away. I have used the Trouble shooting wizard to resolve this but the issue keeps coming back. She uses custom toolbars extensively and that is the only thing I have found that is out of the ordinary. I have repaired Office which did not fix it. I created a new windows profile and the issue returned. This is affecting both old and new docs.

"Select All" is available only when "Keep track of formatting" is enabled on
the Edit tab of Tools | Options.
