Can't access database modeling tools in Visio 2007 on XP SP2

I have Visio Pro 2k7 installed on two machines - one's running XP Pro SP2;
the other is running Vista Enterprise.

In Vista, I can create a new database modeling diagram with no problems. In
XP, however, I can create a new diagram, but I can't actually access any of
the database features. This has also resulted in an inability to actually
edit any of the entities I place on the diagram. It seems like Visio doesn't
realize I'm trying to create a database diagram.

Has anyone else seen this problem? I tried repairing my installation of
Visio to no avail.

It sounds like the Database Modeling solution is not actually loading on
the WinXP machine. One way to tell is to look for the 'Database' item
added to the menu when the solution is running properly. If that is
missing, there are a few things to check for:
(1) Tools > Options > Advanced tab, and make sure that 'Enable Automation
events' is checked.
(2) Tools > Trust Center > Add-ins, ensure that the box 'Disable all
application add-ins (may impair functionality)' is NOT checked.
Also, check to be sure that there are no Disabled Application add-ins
listed.

After making any changes, close and restart Visio to test with a new DB
model diagram. You should always see the new Database menu item as soon as
the drawing page and stencils are presented.

Unfortunately, both of those settings were correct in Visio.

This is just a completely default installation - I haven't touched any of
the config options since I installed it on this machine.

Do you see the Database menu after starting a new db model diagram on the
WinXP system? If so - what happens if you try to perform the Reverse
Engineering function - is there an error or does it silently fail?

Also - if you get the Database menu, but properties for objects are not
showing up, it's possible that this article may apply :
826419 Database properties are lost after you save Database Model Diagram
(US Units) drawing in Visio 2007 or in Visio 2003
