cant add appointment to public folders in OWA

Our users cant add appointments to public folders from within OWA. When you
click "new appointment" the appointment box appears and you can fill it in
but the "invite attendees" tab is greyed out and also when you click "save
and close" an error box pops up saying "this action cannot be performed" and
if you click the "save and close" box a second time an error comes up saying
"you do not have permission to perform this action". Can anyone shed any
light on this as its driving me (and all our users) up the wall !!
(We use Exchange server 2003)
