Can't add inline frames to page

I have FP2003. Whenever I try to add an inline frame to
the page from the "Insert" menu, the "inline frame"
selection is grayed out. Help

Tools | Page Options | Authoring
Make sure Browsers are set to Custom and Schema to IE5.
