This is not the case where the "Assign Macro" option is missing.
My Solution: Be sure at least one worksheet is open.
Symptoms:
Right Click on Toolbar
Click Customize
Right click on Command Button or Menu Item, etc.
The "Assign Macro" option is there but nothing happens:
