Cant change Outlook Configuration

I am having trouble getting Outlook to change the
configuration. I click on the "customise outlook today"
button but it does nothing. I have un-installed and
re-installed it, I have trashed the comouter and re-built
it then re-installed the program and the results are the
same. I just cannot get the thing to open up so I can
customise the "today" part. Any ideas?
