Can't change Page Footer or Report Footer height (stuck at 22 inch

Converted Access 97 to 2007. Everything works except two of the reports.
These two problem reports work fine on the developer pc, but on other
computers, the Page Footer or Report Footer height both expand from about
0.20" to 22".

I can't change the 22" by dragging or changing the Height properties. On the
developer PC (where these two reports are working fine) I selected the whole
report, copied to clipboard, and pasted into a new report. Now the new report
has the same problem as on the other pc (Page Footer and Report Footer height
are stuck at 22").

SOLUTION (that worked):
I then created another new report and copy-and-pasted each section (report
Header, page header, detail, page footer, report footer) one at a time. Then
I made sure that each property was identical betweem the old and new report.
This new report works, so I have to solve the problem by recreating each
report that has this problem. There is some kind of unseen error that is
making this happen. When I select the whole report to copy and paste, the
invisible error is copied too. But when I copied-and-pasted section by
section, the invisible error doesn't get copied.

Does anybody have any idea what could be causing this? There are several
versions of these two reports that are used depending on certain criteria.
Since these reports are essentially the same report, but with a few
modifications, these modified copies have the same problem. I need to get
this resolved before I can upgrade from Office 97 to Office 2007 company wide.

You're not the only one to have this problem.

We have an Access 2000 mde application which our customers run on
either A2000, A2002, A2003 or A2007.

The A2007 customers find that certain of our reports don't preview.
They just get a brief flicker of a title bar, then the report
disappears.

When I tried running the mdb version of our app on A2007 and tried to
run one of these reports, I got a message saying "The sum of the top
margin, the bottom margin, the height of the page header, and the
height of the page footer is greater than the length of the page you
are printing on."

On opening the report in design view, I found that A2007 had increased
the height of the footer form less than 1cm to over 55cm. And it
wouldn't let me drag it back, nor change the height via the properties
box.

We know this has happened to "some" of our reports. As we have a very
large application, with 200 or so reports, it will be a very tedious
business to test and fix them by copying all the objects and code into
new reports and making sure all the properties are the same. Then
having to hope it doesn't happen again.

Is anyone at Microsoft reading this? Do they know of this issue? And
do they have any plans to fix it?

FYI I resolved this by following Spacy Mike's suggestion and copying
and pasting the components into fresh reports.

To work out which reports were affected I looped through the reports
in the Documents collection and debug.print'ed the height of Section
(4) (the page footer section). I did this step in A2007. (When I did
it in A2000 the height property showed the correct value I originally
set.)

There were ten reports affected. I fixed them with this method in
A2000 then tested in A2007. Five of them needed fixing again. Next
time two needed re-fixing, then one, and finally none.

I now just have to hope this doesn't happen again.
