can't click on hyperlinks in outlook says see sys administrator

When I try to click on a link in my email a window opens and tells me that
the operation is canceled due to restrictions due to restriction in effect on
your computer. Please contact my system administrator. I am the
administrator. I need to correct this.

Help!!
