Can't create item in Outlook from Internet Explorer

I have Office XP and have downloaded and installed all
the updates. When I am in explorer and click on a
contact to send an email I get a small box that
says "Error can't start Outlook" or "Can't create item"


I tried reinstalling outlook...

Please help
