Can't e-mail from other Office/Windows programs

The link between my Office products and Outlook is broken. I can't e-mail
from these products...I can e-mail from outlook just fine.

From Windows Explorer I get this message...
This message could not be created. If Outlook is running, make sure it has
no open dialog boxes, and then try again.

From MS Excel I get this message.
! General mail failure. Quit Microsoft Excel, restart the system, and try
again.

Any ideas?

Is Outlook set as the default mail program in Control Panel-> Internet
Options-> tab Programs?
What version of Outlook are we talking about here?
Are Outlook and the rest of Office from the same version?
