Can't file the EXPORT and IMPORT menu item in FILE menu

I live on Outlook

I'm using OL 2003 on Win XP. Home user, no Exchange server, just an
ISP. Why is this menu item not displayed?

I wanted to EXPORT a set of folders to a PST file, then IMPORT that
PST file's folders to another folder. The idea is to avoid moving
sub-folders one-at-a-time between main folders.

I Live On Outlook (but also Quicken)

It is displayed. Where are you looking?
But you should not use it.
Exporting is the wrong way to transfer Outlook data. Create a new PST and
copy the data into it. That is the only way you can select the correct type
of PST file.
