Jason,
Did you create the user from PWA? The users created from PWA are only
project server users. They are not Enterprise Resources. For a someone
to be assigned to an enterprise task, they must be a part of the
Enterprise Resource Pool.
To make someone an enterprise resource you have to use the Open
Enterprise Resource Pool... command from Tools - Enterprise Options.
Don't select any resources from the dialog box that appears if you
don't want to edit an existing resource. Click open/add. The resource
sheet view will open in the Project Professional. Enter your new
resources here, save the resource pool and close it.
In the project plan where you want to assign these resources, you first
have to add the enterprise resources to the project plan by using the
Tools - Build team from enterprise... command. Only the resources added
to your project team can be assigned to the project tasks.
