Can't find project or library - Excel in Office Pro 2003

Hello --

I built an Excel app for use on a computer running Office Pro 2003.

Upon starting the app we see the message
"Can't find project or Library"

and "Mid" in one of the modules is highlighted.

Tools | References is greyed out, so I can't see what References were
installed on the user's machine.

Is there a way to un-grey Tools | References ?
If not, is there an often used component of Excel which the user might not
have installed during the install of Office Pro, and which I can install to
solve this problem?

References used on the development machine are:
Visual Basic for Applications
Microsoft Excel 9.0 Object Library
OLE Automation
Microsoft Office 9.0 Object Library
Microsoft Forms 2.0 Object Library
Microsoft Windows Common Controls 6.0 (SP6)
Microsoft Rich Textbox Control 6.0 (SP4)

Development machine is running
Excel 2000 (9.0.6926 SP-3)

Suggestion from an old 1997 posting that Tools is grayed out until
you record a macro.
