Can't find the crop option, it doesn't show on picture toolbar

Office 2003. The crop option is ticked in my toolbars but when I insert a
picture or clip art crop doesn't appear on my picture toolbar.

Is there a chevron you can expand at the end of the picture toolbar? It will say
"toolbar options" when your cursor hovers over it.
