Can't format "Layout" of a picture

I am making a doc that has several pasted images from differnet sources. Some
of the pictures have everything available, but a few won't let me do anything
on the layout tab.

I am trying to arrange it so that the footer appears 'through' the picture.
The picture is a scanned page from a workbook that i have laid out to cover
the entire Word page. It started as a pdf scan, then I used a program to
convert it to Word. But I did this for all the pictures, so I don't know what
is different with these. It has worked on many, but not all, and I can't
figure out what the setting is that is different between them, except this
layout tab. I don't know if the offending pictures are in a layout or not,
there is no indication I can find to show if they are in line, square, behind
etc. I can't access the advanced button on these either.

I figured out how to fix it, but not why, maybe a glitch?

I re sized each picture and moved it off the page, when I did that, the "In
line with text" button became available and all my problems were solved.

Again, not sure why it affected some pictures and not others, but this work
around, worked!

Assuming that this is Word 2007, note that pictures are treated differently
if you are working in a file using a Word 2007 file format (for detailed
information on this, search the newsgroup archives at
http://groups.google.com/advanced_search?hl=en-us).

If you can't display the wellknown Format Picture dialog box from previous
versions, you should still be able to change the Text Wrapping by
right-clicking the picture and choosing Text Wrapping from the context menu.
