Can't get Office 97 Access to start (no license)

I've installed Office '97 on WinXP Home machine....Word, Excel, Powerpoint all work fine...When I start Access, I get message "Microsoft Access can't start because there is no license for it on this machine." This product was previously installed on a machine which is now defunct (dead hardware)

How can I get Access to start/run? Every other Office app works fine.....very confused....
