Can't get outlook 2003 out of "safe mode"

For no apparent reason my version of outlook 2003 now starts in safe
mode.
I have totally removed office and tidied up my registry with "AMUST
registry cleaner". I have then re-installed office but the problem is
still there. Help!

Using a registry cleaner is fraught with danger, unless you know exactly
what you are doing.
And if you did you wouldn't be using a registry cleaner (sorry for that)
Posting your email addy is an open invitation for spam, as it has now been
harvested
OL generally gives some explanation for the reason for starting in safe mode

Firstly your still posting your email addy, check your account properties
and munge the email addy
Usually when OL starts in safe mode there is a err msg giving an indication.
Try a detect/repair of OL
If that doesnt work check any com addins and disable them, including any AV
plugin though you may have to do this in your AV app.
If still no go search for outcmd.dat, you may have to enable search hidden
folders/files, and delete it (With OL closed)
