Can't Get Properties Dialogue for Outlook 2003 Shortcut

When I right-click the Outlook 2003 shortcut in the Startup folder and
select Properties, no Properties dialogue pops up.

Instead, a Mail Setup dialogue pops up, which I don't need. Outlook
2003 has been sending & receiving e-mail successfully on this computer
for over 4 months.

I would like to modify the shortcut's Properties to load the program
Minimized during Windows Startup instead of the Maximized default.

How can I get the shortcut to display its Property dialogue?

I shall greatly appreciate your help with this.
