can't import a dbf file

I'm trying to import two .dbf files into access 2000 for comparison. One will
import just fine, the other will not. It has message: External table is not
in the expected format. The bad file does have different characters in it
like the A with quote mark and the upside down ?, example:
129 51474 503 À 20071220H-RN-YOUTH
129 51474
77 ¿à 20071220H-RN-YOUTH

The file that imports correctly does not have these characters.
Can anyone help me with a a way to get the other file with the characters to
import? Thanks very much for any ideas.

I have further information now. The file that I could import was created
using Foxpro driver. The file that will not import was created using dbase
driver. I still need help to set up the ODBC to get this file into Access.
Thanks for any ideas.
