Place it in some folder other than the default. Right-click it and make sure
it is not read-only. Then start Outlook and open it with File>Open>Outlook
Data File.

Doesn't work. Will someone with a clue please help us out? This is
absolutely ridiculous, how can anybody upgrade with such idiotic roadblocks?

OK, slow in obtaining a clue, here is what worked for me:

1. Disable UAC.

2. Add user to Local Administrators while logged on as Domain Administrator.

3. Log on as user.

4. Take ownership of pst and grant full permissions.

5. REBOOT, log on as user, and VIOLA! now I can import a pst.

Does anyone really think that security is improved by this sort of folderol?

Pahtooie.

But: Merry Christmas and a Happy New Year!

If you'd bothered to do ANY research AT ALL, you would have very quickly
found that you DO NOT IMPORT PST FILES to transfer data from one Outlook
mto another. You should have done what Brian said rather than faff about.

I can almost guarantee that you will return to this group because
importing will almost certainly have corrupted your mail profile.
