can't ink

I recently upgrade to use office 2007. But I can't use the START INKING
function as I did for office 2003. I tried to use my pen to touch "START
INKING", but nothing happened. No response. I can see the ribbon and icon,
but just can't ink. any solution? I use tablet PC.
