Can't install 12.2.1 on any computers 10.4-10.6

Operating System: Mac OS X 10.5 (Leopard)
Processor: Intel

"You cannot install Office 2008 12.2.1 Update on this volume. A version of the software required to install this update was not found on this volume."

I get this error on every computer in the building, PowerPC computers running 10.4 and Intel computers running 10.4, 10.5 and 10.6.

All the computers currently have 12.2.0 and have all current OS updates.

Any ideas?
