Cant install Office XP Pro on Vista Business

I cannot install Office XP Pro with Vista Business....It comes up with
this error when I try to install:

"Error 1913.Could not update the INI file C:\Windows
\system32\mapisvc.inf.
Verify that the file exists and that you can access it."

The file is in the Windows/system32 directory.
I note that the mapiscvc.inf file is read only, but all attempts to
increase attributes fail, despite having administration privelages.

Can someone assist with installing Office XP Pro.

Did you remove a previous version of Office that was installed from this computer
