can't locate mscoree.dll in Outlook

I am using Microsoft Office Small Business Edition 2003 and while in Outlook,
an error pops up stating that this application has failed to start because
mscoree.dll was not found.

After I click OK, the program appears to work but the error message keeps
popping back up.

What can I do?
