Can't lock anchor - "Advanced Layout" tab greyed out!

I'm on Word 2003 (service pack 2) on WinXP SP2.

I've imported a PNG graphic by reference,
I right click on it, select "Format Picture",
and on that dialogue, I select the "Layout" tab and click the "Advanced
Button"

this gives me an "Advanced Layout" dialogue, and I click the "Picture
Position" tab...

I can see lots of tantalizing options here such as "lock anchor" and "move
object with text" - but the entire tab is greyed out?
Any idea why?

These options become available when you choose a wrapping style other than
In Line With Text (the default wrapping in Word 2000-2003).
