Can't logon - Per-session cookies - 5011 error

Scenario:
Just created a new site with Editsite, apparently successfully. Very basic
- no WSS. It's my first one, so maybe there's a setup error but I was pretty
careful with the process.

Can't login as Administrator, no password - I get the error "You cannot be
logged on because your security settings in Internet Explorer do not allow
per-session cookies. Enable per-session cookies, and try to log on again.
(5011)"

Id and password are correct - if I try another combination I get a message
saying incorrect id/password.

I manually set the option in IE6 under Tools, Options, Privacy, Advanced to
allow session cookies (but I haven't needed to do that for any other sites).
Problem doesn't go away.

I was able to create an account in Project Pro, using Administrator to
connect to the server. Successfully created and saved a project.

I was able to edit the Enterprise resource pool and add a new user (without
a Windows login id). Same login problem.

Opened the resource pool and gave that user a valid login id. When I
connect as that user I get the same 5011 message immediately - appears it's
trying Windows Authentication and failing.

Using that same browser I can connect to other Project Server databases on
the same server.

When I go back an test it with EditSite it finds no errors.

Incidentally, there's an MSDN artice called "Building and Hosting PDS Web
Applications for Project Server 2003" that includes some explanation for
developers of what's behind the 5011 message. Doesn't help me.

In the first install I strongly suspect I missed the step of running
PSRoles.sql.

RTFM.

I did a whole new database, including that step and it worked a lot better
the enxt time.
