Can't make the template theme show up in the emails I send.

In my Outlook 2003, I have set up a theme as my default for every new e-mail
I send.

I can see it when I'm typing the e-mail, but when I send it to myself to
test it, all I see is the text, and the theme has turned into an image
attachment to the email.

Any ideas of what I could be doing wrong?
